Tagging for juveniles on DTOs (23 May)
The Home Office announced the introduction of electronic tagging for juveniles on the community part of detention and training orders. Those released and tagged in this way will be eligible for release between 1-2 months before the current release date at the half-way point. The Times described this as "the latest move to ease overcrowding" as the prison population hits 71,000.
Eastwood Park described as "an establishment in crisis" (24 May) Anne Owers, HM Chief Inspector of Prisons, said Eastwood Park was "unable to provide a safe, decent and constructive environment for many of the women and girls within it". In one month there had been 47 self-harm incidents, some of them life-threatening, and 56 prisoners identified as suicide risks. The prison had failed to meet 76 of the 112 recommendations made by inspectors after a visit two years ago.

New Bill could lead to lengthy sentences
for mobile phone theft (3 May)
The Home Office published the Mobile Telephones (Reprogramming) Bill containing new offences which could mean five years in prison and unlimited fines for those re-programming stolen mobile phones.
The Wolds, the UK's first private prison is 10 years old (29 April) 10 years after the opening of the first private prison, the Howard League called for an end to the commercial management of prisons. The Howard League produced a special issue of its magazine, HLM, containing articles, among others, from Stephen Nathan (editor of Prison Privatisation Report International), Mike Newell (Prison Governors' Association) and David Wilson (Professor of criminal justice at the UCE).
